		<description>You raise valid concerns and make interesting points.  The concern missed is the essential point: issue or goal administration fails 100% of time (so far).  Administrative successes are so fleeting that specific instances of achieving desired intent are all we can list to debunk this assertion.  There are no institutional administrative successes, no organizational administrative successes, no societal or cultural (continuing not instance) or philosophical administrative successes.  That which is administered as we have always administered will fail just as it always does.

Suggestions?  Let's start with our real name, homo credens.  Homo sapiens is as oxymoronic as administrative solution.  The first thing to know is that we believe.  The 2nd is the danger from believing that believing is knowing.  Finally, if we all admit to our believing as knowing, the scientific method might be reborn in our midst.  Miracles can happen.  Unlikely, yes.  Possible, yes too.  Can you admit to the certainty of your beliefs?</description>
