“ATVs create unacceptable resource damage, increase conflicts with other public lands users”, please list your so called resource damages and increase conflicts. I’ve been a Chelsea property owner for 25-years, hunted and hiked all over public land and _never_ came across an ATV rider or a sign of an ATV that didn’t create the same “trail damage” that the snow-machines create on trails throughout the state. If you won’t allow ATV’s on our public land - ban snow-machines as well.

The noise pollution of people mowing lawns, using weedwhackers and logging trucks and cars through Vermont’s villages is increasing. There should be a refuge for peope and animals in our forests from all of this stress. The erosion problems are bad, and lack of sanctuary where people and animals can escape to be with nature needs to be preserved.
Mufflers are required on street vehicles. I have neighbors tearing around and around their lawns to no purpose, wasting gasoline and being annoying while not even cutting their grass.
